According to the 2007 information industry electronic industry standard system (revision) plan issued by the Ministry of Information Industry, R&D Rare Earth New Materials Co., Ltd. was responsible for drafting the electronic industry standard "Plasma for Semiconductor Light Emitting Diodes". On September 25, 2008, a standard validation meeting was held in Guiyang City. The meeting was hosted by the Electronic Industry Standardization Institute of the Ministry of Information Industry. The members of the expert group participating in the validation meeting included Xiamen Hualian Electronics Co., Ltd. and the 13th Research Institute of China Power Group. 17 experts from 14 units including Shanghai Blu-ray Technology Co., Ltd., Guangzhou Hongli Optoelectronics Co., Ltd., Foshan Guoxing Optoelectronics Technology Co., Ltd. and Xiamen Sanan Electronics Co., Ltd.
The participating experts carefully reviewed the standard review draft, and believed that the preparation of the standard fulfilled the relevant procedures for the preparation of electronic industry standards, and the submitted documents were complete; the standard preparation conformed to the national standard GB/T 1.1-2000 "Standardization Work Guide" Then the first part: the standard structure and the preparation of the rules; the standard technical content is in line with China's actual and scientific and technological development direction; technical regulations are advanced, safe, reliable, economic and reasonable; in line with China's laws, regulations and policies, can be related National standards, industry standards and standards at the same level are harmonized. The meeting unanimously agreed to pass the validation of the standard, and recommended that the standard preparation team further improve the draft for review according to the spirit of the meeting, form a standard approval draft and submit the approved data on time for approval.
In the past various phosphor standards, "relative brightness" was used to measure the conversion efficiency of the phosphor. For the first time, the standard changed the "external quantum efficiency" instead of "relative brightness" as the evaluation of the luminous efficiency of the phosphor. The participating experts agreed that the improvement was significantly innovative and the operability was significantly improved. The participating experts also discussed whether to include nitrogen (oxygen) phosphors in the standard. It is agreed that although nitrogen (oxygen) phosphors are one of the development directions, the next development focus, especially what It is still unclear whether the practical phosphor will become the focus of promotion, and the current nitrogen (oxygen) phosphor technology is still not mature, and the performance index of the product is not perfect enough. Therefore, nitrogen (oxygen) fluorescence is not introduced in this standard. Powder, add it after its technology and indicators are further matured.
